On September 4th, 5th and 6th, 2010, in the city of Guayaquil, took place the First Congress of Public Safety, with the participation of Mr. Elías Soae, Police Commander of Jerusalem and special envoy of Israel´s Foreign Ministry. This Congress was organized by the Government of the Guayas Province.
